Huge queues were formed on Saturday at the Bullring Shopping Center in Birmingham while about 8,000 spectators were waiting to catch a glimpse of YouTuber James Charles.
"This has immobilized arenas and required the intervention of additional police," said the person who filmed the video above.
The appearance of the beauty guru would also have wreaked havoc on Birmingham's downtown roads, with motorists trapped in traffic jams from 3:00 pm to 7:30 pm local time.
The BBC reported that drivers trying to leave the car parks had discovered that they were stranded and that some had chosen to abandon their vehicles overnight.
