Higuain played alongside Romagnoli at AC Milan before his stay in the Italian capital was interrupted when he moved to London in the January transfer window.
And while the Milan center-back admitted that he was sorry to see his former teammate leave, he says he can understand why he wanted to go to the Premier League.
"There is no bitterness," Romagnoli said.
"I still consider him the best striker in the world. It's disappointing, but he made his choices and decided to leave, and we respect them.
"He's a friend of mine and if he's happy, it's good. Now we have other players who do not regret anything. "
Higuain scored his first goals for Chelsea with a brilliant double in the recent Huddersfield 5-0 win.
His move to Stamford Bridge allowed him to find Blues manager Maurizio Sarri, who had worked with him for a prolific season when both players were in Napoli.
He scored 36 goals in 35 Serie A matches in 2015-16 and seems to be back to his deadly record.
And Higuain is delighted to work with Sarri again and hopes to restore his confidence.
"Sarri is the coach who has made the most of me as a player," he said after Huddersfield's win.
"The 2015-16 season was a wonderful season in which I broke the scoring record, which is very important there. [in Italy].
"It was a fantastic year for me and Maurizio, a time we shared together, although we thought it would be for a short time.
"I'm just happy to be working with him again in a great club that has so much history and wonderful teammates. I want to come back to this level.
"Everything is on track to reach our goals by the end of the season."
The 31-year-old admits that he still gets used to life in England but says he's been enjoying life since his change.
"The defenders here are attacking you harder," he says. "Especially when you receive the ball at the foot.
"It's a big difference, but I have a good impression of English football. This will only improve for me.
"When I was growing up, I watched all the different leagues, but lately, we see a lot more things about the Premier League, so I knew it before coming here.
"I think it's a very fascinating league. The way they play here in England – with a lot of dynamism – is really great.
"The stadiums are full and the atmosphere is great. You do not have to worry about a lot of things and it's important for the players as it allows you to live like an ordinary person. "
