to decongest prisons. "

He said with the
Renewed commitment of Atsu and other good Samaritans, the Foundation would like
continue to pay court fines for many juvenile offenders.

He said the efforts
allow these ex-detainees to find something to do so they do not reoffend
and be locked up in prison.

Non-custodial sentences
Bill, Mr. Kwarteng said that it was necessary that the bill become law
to ensure that juvenile offenders are sentenced to some form of prison
instead of throwing them in jail.

He said the addition,
once adopted, would allow persons convicted of small offenses to serve
communities to clean the streets and desiccate the gutters, among others.

"While a lot of advanced
countries have effectively integrated the convicted in their development program, our
prefers to store prisoners and use taxpayers' money to
feed them while garbage continues to engulf us as a nation, "he added.
