The Ghana Revenue Authority (GRA) has blamed its inability to meet the 2018 revenue target on illegal operations at ports.

The GRA, however, is optimistic about achieving its goal for this year, noting that 2019 would be a year of action.
In an interview with Clbad Business News on how to reach his goal this year, GRA's customs commissioner, Isaac Crenstil, said the special prosecutor would deal with GRA officials accused of colluding with traders to hijack goods in transit.
He said: "When you look at the figures of our 2018 earnings, we lost a lot because Customs, as a division of the Ghana Revenue Authority, lost about $ 2 billion and that 70% are attributed to transit.
"Thus, from the beginning of the year, we decided to involve all the stakeholders in order to put in place all the necessary customs controls.
"In the future, when we learn that you are in transit, when we learn that you and the forwarder are cooperating for the transit, we entrust you to the Special Prosecutor."
