The NPP wishes to draw the attention of all stakeholders and the general public to the fact that the National Steering Committee of the Party, at its meeting on Tuesday, July 9, 2019, reviewed and approved the following guidelines and terms and conditions. to the conduct of the party primaries in Parliament. constituencies where the party does not have deputies (eg orphan constituencies) sitting before the 2020 legislative elections.

The meeting of the National Steering Committee was in accordance with the directives of the National Executive Committee (NEC) of the party that met on July 1, 2019, in accordance with Articles 12 and 13 of the party constitution. This meeting was then badigned to the national steering committee. A committee must develop guidelines and modalities for the conduct of the party primaries and the president. These are the approved guidelines and terms:

1) The party will hold parliamentary primaries on 28 SEPTEMBER 2019 for orphan constituencies simultaneously throughout the country.

2) The applications will open on July 20, 2019 and will be closed on August 3, 2019.

3) An aspiring parliamentary candidate (APC) will obtain nomination forms after payment of the non-refundable application fee of 2,000 GHC to the bank account in favor of the new National Patriotic Party headquarters, ACCRA.

4) To successfully apply for nomination, a CPA must pay a non-refundable deposit fee of twenty thousand Ghanaian cedis (20,000 GHC) in bank draft in favor of the new headquarters of the National Patriotic Party, ACCRA .

5) However, in order to encourage more women, youth and physically challenged people (PCP) to aspire to higher political positions, these potential parliamentary candidates will benefit from a 50% discount on the filing fee. (This means that they will have to pay a non-refundable deposit fee of 10,000 Ghana cedis – 10,000 GHc)

6) No APC will be denied access to the purchase of appointment forms

7) If a potential aspiring candidate is denied access to constituency-level nomination forms, he / she may do so either at the regional office or at the national secretariat through 39, a call.

8) A CPA must submit its nomination forms to the Constituency Elections Committee for approval and certification and then to the Regional Secretariat for approval and certification. The Regional Secretariat is then required to submit all these forms to the National Secretariat for final approval and certification by the Secretary General.

9) If a CPA experiences any obstacle in the final ranking process at the constituency level, it may do so through the regional secretariat or the national secretariat in the office of the Secretary General.

10) At the close of the nomination, the constituency secretary shall publish a list of all the candidates who have successfully applied to participate in the primaries.

11) A Constituency Parliamentary Election Committee (CPEC) is formed, consisting of:

a. The chair of the elders constituency council as chair;

b. An Elderly woman from the constituency nominated by the Electoral Executive Committee (CEC); and,

c. The Electoral and Electoral Research Officer as Secretary of the Committee;

12) The duties of the Constituency Parliamentary Election Committee (CPEC) include the sale of nomination forms, background checks on the suitability and eligibility of candidates and the submission of reports to the National Electoral Commission. parliamentary control (CNPV).

13) A National Parliamentary Control Commission (CNPV) will be formed to monitor candidates for the election of a candidate for parliament (CPA) who intend to compete for the selection / election of the party candidate to Parliament in a given constituency.

14) The National Commission of Parliamentary Control (CNPV) will include the following persons:

a. A representative appointed by the National Executive Committee (NEC), who will be the chair;

b. The Regional Secretary, who will be the secretary of the NPVC

c. A representative of the Regional Executive Committee;

re. The three (3) members of the Parliamentary Election Election Committee (CPEC)

15) The selection of candidates for the legislative elections will take place from 10 to 15 August and the verification report will be submitted to CEN through the Secretary General no later than 18 August 2019.

16) The National Parliamentary Appeals Committee will receive petitions from aspiring candidates who are dissatisfied or disqualified from August 20th to 23rd.

17) The poll will be published on August 31, 2019

18) NEC, through the National Steering Committee, nominated the following persons as NEC representatives and, for this purpose, NPVC Chairs for the 16 regions:

xiii. Oti Region – Dr. Clifford Braimah

xiv. Bono-Est Region – Nana Obiri Boahen

xv. Savannah Region – Kofi Marfo

xvi. Central Region – Hon. Ofori Asiamah

19) The members of the Constituency Executive Committee and the Regional Executive Committee are observers at the verification session.

20) For the purposes of this selection / election process, individuals in constituency or regional leadership positions wishing to participate in the primaries must recuse themselves from their current position throughout the selection / election process until the end of the primaries. Therefore, these persons should not attend the verification session as observers.

21) No one other than the members of the Constituency Committee and the Regional Executive Committee will be allowed to attend or attend the verification session.

22) It should be noted that a candidate for the parliamentary election must sign a contractual engagement with the party, pledging to support anyone ultimately elected / selected as a candidate for the party's parliament after the current selection / election process . the event that he / she is not elected / selected. It also undertakes not to contest as an independent parliamentary candidate or candidate for parliament on the list of political parties, the NPP reserving the right to restrict it if it decides otherwise.

23) The National Executive Committee (NEC) has duly constituted a National Parliamentary Appointment Committee of nine (9) members.

24) The National Parliamentary Appeals Committee comprises the following members:

25) The National Parliamentary Appeal Committee will have the ability to receive and resolve petitions that may be submitted by disqualified candidates. A CPA who is not satisfied with the validation process and its outcome may ask the National Appeals Committee for immediate redress.

26) The decision of the Parliamentary Appointments Committee on the petition submitted to it shall be communicated to the National Executive Committee through the Secretary General, this decision being final.

27) In order to avoid any ambiguity, no PCA may appeal to a court of any matter relating to this election until it has exhausted all internal remedies and dispute resolution mechanisms in accordance with Article 4, paragraph 8 (4). ) of the party constitution.

28) The NPC will be responsible for determining the location of constituency primaries; ensure a level playing field for all CPA in the constituency; organize security, place and schedule of election day activities.

29) The photo album / register used to elect constituency officials in February 2018 will be the same album that will be made available to the CNPV and the Ghana Electoral Commission for the conduct of the primaries.

30) Any delegate who nominates an agent must send a request to the National Secretariat two weeks before the holding of the primaries.

31) Further details on these guidelines and procedures should be attached to the nomination forms that candidates for membership of Parliament must obtain.

It should be noted that any candidate who violates any of the aforementioned guidelines and procedures or behaves in a manner that discredits the name of the party is deemed to have violated Article 4 (7) of the NPP constitution and: as a result, to be sanctioned, including being disqualified to participate in the primaries.

Finally, while wishing the best of luck to the candidates for the election in the parliamentary primaries, the party hopes and anticipates that these candidates, as well as their supporters, will adhere strictly to these rules of engagement.
