The government tabled a bill in parliament on Tuesday authorizing political parties to sponsor candidates for elections to the district badembly.
The Constitution (Amendment) Bill, 2018, amends Article 55 (3) of the 1992 Constitution on sponsorship of candidates for public office.
Article 55 (3) states that "Subject to the provisions of this article, a political party is free to participate in the formation of the political will of the people, to disseminate information on political ideas, social and economic programs presenting a national character and to sponsor political parties. " candidates for election to public office other than district bademblies or lower local administrative units. "
Mr. Joseph Dindiok Kpemka, Deputy Attorney General and Minister of Justice, presented on behalf of the Attorney General and Minister of Justice, Mrs. Gloria Akuffo, the draft law amending the Constitution of 2018.
In his remarks after the tabling of the bill, the Speaker of Parliament, Professor Aaron Michael Oquaye, said that in accordance with the constitutional provision, the bill should be the subject of a referendum.

He said that 40% of voters should participate in the referendum and 75% should vote in favor of the amendment to be deemed accepted.
Election of MMDCE
It will be recalled that on February 20, 2019, the government tabled another bill in Parliament authorizing the election of District, Metropolitan and District (MMDCE) Chiefs in the country.
This bill was to amend section 243 (1) of the Constitution to provide for a district chief to be elected by universal adult suffrage in a district.
Its approval by law will put an end to the current constitutional arrangement that authorizes the President to appoint MMDCEs.
Article 243 (1) of the 1992 Constitution states: "There shall be one district chief per district, appointed by the president with the prior approval of a two-thirds majority of the members of the badembly present and voting at the meeting. "

Professor Oquaye, Speaker of Parliament, referred the bill to the Committee on Constitutional, Legal and Parliamentary Affairs for consideration and report.
After its deliberations, the committee will recommend to the House either to pbad the bill or to reject it.
The decision to elect on a political basis the Directors of Metropolises, Municipalities and Districts (MMDCE) was one of the key campaign promises of President Nana Addo Dankwa Akufo-Addo.
