President Nana Addo Dankwa Akufo-Addo has appointed Dr Albert Antwi-Boasiako as Interim Director General of the Cyber Security Authority (CSA) effective October 1, 2021.
Prior to this appointment, he was National Cyber Security Advisor and Head of the National Cyber Security Center (NCSC), leading the institutionalization of cybersecurity in Ghana under the political leadership of the Minister of Communications and Digitization, Ursula Owusu- Ekuful, who is responsible for cybersecurity is important in government.
In a statement from the Cyber Security Authority, he said that Dr Antwi-Boasiako led the review of Ghana’s National Cyber Security Policy and Strategy (NCPS) and the development and adoption of the law. Ghana Cyber Security 2020 (Law 1038), two enabling interventions that are the anchor points for cybersecurity development in Ghana.
In its role as government advisor and head of the NCSC, Ghana has acceded to the Convention on Cybercrime (Budapest Convention), ratified the African Union Convention on Cyber Security and Personal Data Protection, launched Ghana National Cyber Security Awareness Program (Safer Digital Ghana) and established focal points for reporting cybercrime and cybersecurity incidents, which enabled the public to report cybercrime and cybersecurity incidents.
During his tenure as cybersecurity advisor, Ghana’s cybersecurity improved against the ITU Global Cybersecurity Index from 32.6% in 2017 to 86.69% in 2021, Ghana becoming the 3rd most ranked country on the African continent and a world ranking of 43rd compared to the previous 89th. position.
He secured the position through his leadership and the collective efforts of the National Cyber Security Technical Working Group (NCSTWG), which was established in 2017 by the then Minister of Communications as part of the institutionalization of the Ghana cybersecurity architecture.
Dr Antwi-Boasiako was previously a cybersecurity expert on the Interpol Expert Group on Global Cybercrime (IGCEG) and is an expert on the Council of Europe’s Global Action on Cybercrime Extended (GLACY +) project.
He founded e-Crime Bureau, the first award-winning cybersecurity and digital forensics company to be established and operated in West Africa, in 2011.
He completed his doctoral studies at the University of Pretoria in South Africa, introducing the Harmonized Model for the Assessment of the Admissibility of Digital Evidence (HM-DEAA) as a revolutionary contribution to the standardization of digital forensics. . The HM-DEAA has been adopted by UNODC as part of its Education for Justice (E4J) program.
Albert graduated from the University of Trento in Italy for its undergraduate program and from the University of Portsmouth in the UK for its postgraduate program, receiving cum laude and distinction respectively. He has a number of publications to his credit covering information technology, cybersecurity, cybercrime, data protection and digital forensics.
Dr Antwi-Boasiako has conducted advisory and cybersecurity-related missions for a number of international and local organizations, including the United Nations Office on Drugs and Crime (UNODC), the United Nations Conference United Nations on Trade and Development (UNCTAD), European Union, Commonwealth Cybercrime Initiative. (ICC) of the Commonwealth Secretariat, the Global Commission on Internet Governance (GCIG) / Royal Institute of International Affairs (Chatham House) and the Intergovernmental Action Group against Money Laundering in West Africa (GIABA) among others.
Dr Antwi-Boasiako is Associate Lecturer at the Kwame Nkrumah University of Science and Technology (KNUST) and the Kofi Annan International Peacekeeping Training Center (KAIPTC). He is also a faculty member of Ghana Police Command and Staff College (GPCSC).
Dr Antwi-Boasiako has received a number of global awards and recognitions. In June 2021, he was recognized as the 20th Most Influential Security Officer in the World in the Cybersecurity category by IFSEC Global, a respected UK-based industry body.
Dr Antwi-Boasiako is currently the representative of the Government of Ghana on the Independent Advisory Committee (IAC) of the Global Internet Counterterrorism Forum (GIFCT). He is also a member of the Bureau of the Cybercrime Convention Committee (T-CY) and representative of the Government of Ghana on the ECOWAS Regional Technical Committee (RTC) on Cyber Security. Dr Antwi-Boasiako also sits on the Board of Directors of the National Information Technology Agency (NITA).
As CEO of the new Authority, Dr Antwi-Boasiako is expected to lead Ghana’s cybersecurity regulatory efforts under the political leadership of the Ministry of Communications and Digitization. The primary focus of Cyber Security Authority’s regulatory activities includes protecting Ghana’s critical information infrastructure, reporting cybersecurity incidents and sharing information, and regulating cybersecurity services in the country, among others.
