The EFL clubs supported the idea of splitting at the closing of the summer transfer slots of the championship teams and leagues one and two.
According to the new proposals, championship clubs would have until August 8 to finalize any loan or permanent signature, while the third and fourth ranks would still have until the end of the month.
Clubs will formally vote on the subject at a meeting in April.
Last season, the 72 EFL teams had until August 31 to engage the players.
However, all permanent signatures were due to be completed by August 9, as the Premier League window closed.
