Tielemans arrives in Leicester from Monaco for a record £ 40 million, the English Premier League club declaring that it is "widely regarded as one of the most exciting young talents in European football" .
Tielemans, 22, who had been loaned to King Power Stadium in the second half of last season, joined the team a few days after Spanish striker Ayoze Perez moved to Leicester for £ 30 million.
"This is an incredibly exciting time for this football club," said Leicester manager, Brendan Rodgers, "and being able to bring players of Yuri quality here is an indication of the thirst for success that we have here. "
Exciting moments for Leicester but perhaps disturbing for West Ham, with Arnautovic Most talented player on the team when in shape.
The value of his gesture was not revealed in a statement by West Ham who did not thank the 22 goals of the Austrian striker in two seasons.
The message from the club's Twitter account was even shorter: "Marko Arnautovic leaves."
British media reported that transfer fees amounted to about 22 million pounds (39 million Australian dollars).
Relations between West Ham and Arnautovic have been strained since he sought to settle in China in January and worsened during the off season.
Arnautovic leaves despite the signing of an extension of contract at the end of January. The 30-year-old forward was a club record of 20 million pounds ($ 36 million), signed from Stoke in 2017.
In Shanghai, Arnautovic will join former Brazilian international Hulk and Oscar.
One of Arnautovic's former teammates at Stoke, defender Erik Pieters, returned to the Premier League by joining Burnley on Monday.
Burnley said the 30-year-old Dutch international had signed a two-year contract. The fees have not been disclosed.

In other news, the midfielder Harry winks with the eye and defender Ben Davies and have both signed new five-year contracts with Tottenham.
England midfielder Winks, 23, went through the English Premier League club academy before consolidating into the first team.
Winks made 41 appearances in all competitions last season, after recovering from his own operation at the groin in April to dispute the final defeat of the European Champions League against Liverpool.
Aston Villa have signed Tyrone Mings from Bournemouth on a permanent deal after a successful loan period last season.
The financial details of the deal were not revealed on Monday, but the British media announced that Villa had paid an initial amount of 20 million STG (36 million pounds sterling) to the 26-year-old defender, who spent the second half of last season at Villa Park. Mings participated in 18 games as Villa reached the Premier League promotion, beating Derby County in the final.
Norwich's playmaker Emi Buendia signed a new five-year contract with the English Premier League club.
The 22-year-old Argentinian Buendia arrived from Spain's Getafe last summer and turned out to be a key member of Daniel Farke's team, who then won the title of second-place champion.
Buendia scored eight goals and created many more as the Canaries managed to return to the top.
