Examine school disciplinary systems and policies – Catholic Academic Directors

Heads of higher education institutions (ACHHI) called on education stakeholders to
consider reviewing disciplinary systems and policies to combat growth
indiscipline in high schools (SHS).

"With the creation of the Free SHS coupled with
enrollment growth, student discipline has become a major concern "
Fabian Bezel, Regional President of the Upper West Regional, said during
their 39th national conference held in Wa.

The annual national conference of Catholic leaders of
of higher institutions was held under the theme: "Strengthening Discipline and Quality
higher education in the era of free secondary education in Ghana, the role of
stakeholders ".

Mr. Bezel said that quality education is related to
learning outcomes of the education system and that is what education
system eventually produces.

"This requires a periodic review of the school's results.
disciplinary systems and policies in terms of strategies that need to be
incorporated to manage the sophisticated and changing trends in
behavior, "said Mr Bezel.

While urging education stakeholders to promote
discipline in the SHS, he says, a quality education can not exist if the discipline that
to serve as a basic complement to education does not have its proper place in
education sector of the nation.

Mr. Bezel, who is also the director of Kaleo Saint
Basilides Technical Training Institute, added that "in order to guarantee
discipline and quality education in this era of free SHS, it is incumbent on all
stakeholders to actively and effectively play their respective roles.

Dr. Hafiz Bin-Salih, Regional Manager of the Haut-Ouest
Minister expresses concern over frenetic demonstrations by SHS students
in the region as a way of expressing their concerns – this often leads to
destruction of property and loss of life.

Institutional leaders need to be more innovative
and create more space for the use of dialogue in the handling of student grievances
to avoid violent behavior among students, he said.

Dr. Bin-Salih congratulated the Catholic Association
heads to go out with the theme emphasizing discipline and quality
Education for discussion with a view to achieving academic excellence in Ghana.

Father Nicholas Kwame Apetorgbor, National
President of the Association, said that Free SHS would benefit the poor from
society, however, "we believe that education is not just about
number of individuals from schools. People who benefit from education
should benefit from a quality education.

He called teachers, school leaders, parents and
government to ensure that discipline prevails in the conduct of West Africa
High School Certificate Examinations.

Apetorgbor said discipline and quality
education in the era of free implementation of SHS could not be achieved if the
Stakeholder roles were not clearly defined.

The introduction of Free SHS has resulted in
increase in enrollment and increased student indiscipline, raising concerns
among stakeholders who have, on different occasions, called for a periodic review of
disciplinary systems and policies, he said.

Apetorgbor said discipline and quality education
were inextricably linked and called on stakeholders to put in place a pragmatic strategy.
measures against deviant behavior, including smoking, the use of mobile phones by
students during contact hours, examination errors and badual harbadment.
