The twins of Rodriquez, Luna and Phoenix, were found Friday without reaction in the back seat of a Honda sedan in the Bronx, according to a press release from the New York Police Department. Rodriquez was working at a nearby hospital in Virginia where he is a social worker, his friend Temple Barros told CNN.
Friday's temperatures hit record highs in the mid-1980s, according to the National Weather Service. The twins were declared dead on the scene.
The New York City medical examiner will determine the cause of the twins' deaths, the police said.
Rodriguez was sued on Saturday in New York for manslaughter, negligent homicide and harm to a child's welfare, according to the New York Police Department. He pleaded not guilty, said Patrice O. Shaughnessy, spokesman for the Bronx attorney.

The 39-year-old father paid $ 50,000 on a $ 100,000 bail, according to a source at the Bronx Criminal Court's registry office.
A judge has asked that Rodriguez be put under surveillance, Jackson said at a press conference Saturday night.
"His mental state is very fragile on the basis of what happened … It's a horrible scenario," Jackson said.
"The family (Rodriguez) is torn apart," said Jackson, adding that his client had a total of five children and was supported by family and friends.
A first anniversary
Rodriguez and his wife celebrated the twin's first birthday this month, Barros said.
"We had a huge birthday for them," said Barros, head of an indoor skydiving company. "We had bounce houses, bubble machines, they did everything they could, they even had portable air conditioning units to keep people cool."
The mother "does not believe what happened," he said. "Their parenting is amazing, I'm lost."
Barros added: "I literally saw the twins one night before, their daughter waving me out of the window."
"He's always been an amazing father, and whatever their needs, he'll go get him."
The hospital spokesman, Jim Connell, confirmed that Rodriguez was an employee and had proposed this statement:
