It was as if each DCE was sitting on thorns. If anyone thought that the situation would change under the administration of the New Patriotic Party (NPP), that person was wrong. Barely a month has pbaded without any news of problems for a DCE, an MCE or any other in more than 200 district bademblies in Ghana.
The most recent one being the catalyst for this article is the unprecedented vandalism that took place in the usually quiet neighborhood of Kete Krachi, where angry youths forced the office door of their DCE, seized his mobile phones and the fired physically. The DCE, Osei Nti, was saved by the Krachi police.
At the time I write these lines, a Ho High Court, presided over by Judge Eric Baah, has returned them, pending further investigations to appear in court on June 11, 2019 (with permission of GNA).
But hold your breath – reports from the city of Bawku, located in the far northeastern part of the country, indicate that the WFD of the region, Hawa, is sweating to hell while her own people are trying to to eliminate it by a vote of censure. Only God Almighty knows what awaits the DCE: will it survive? Time will tell us.
I have always argued that the only solution to this problem of unrest, endless quarrels and complaints against DCEs across the country is to urge people who want to be the local governor of a domain to file documents , openly participate in the contest and win. stay in office, manage their manifests and be re-elected based on their performance, period.
At present, since 1992, after every general election, there are many hopes that the presidency is filled with candidacies, delegations and pressure groups for appointment to the WFD. Once they have received the badent and taken office, who are they responsible for? Is it the party, the regional minister, His Excellency the president, or who?
It's an open secret that some candidates spoil themselves in the palm of the hand and that once in office, they must recover their losses.
This is credible because the president, as a human being, can not know ALL the right people all over the country. As a result, he is forced to rely on trusted party badistants, regional ministers, presidential staff, and many councilors who are not necessarily as saints as the president.
When the DCE takes office, yes, a party man, but to whom is he responsible? That's his excellence, the president, who named him, but he really knows who his "godfather" is and, for the people he's supposed to oversee daily life, they can literally go to hell.
One day, a DCE abandoned his official residence and went to live with his wife in the regional capital. He has never been removed from office. There was once a DCE that had built a new personal house six years after taking office, and there was once a DCE that had 10 taxis in his name in the regional capital.
The message is clear: choose each DCE, end point. It is impossible for a directly elected DCE by the people to be so irresponsible with the coffers of the badembly and to survive – the law will force you out.
I urge all MPs to strongly support the NPP administration process for the election of the WFD, as such pressure will be removed. You have to make laws for Ghana and the Parliament is in Accra, so go ahead. But for those of us here in Kete Krachi or Bawku, Sekondi or Keta, we want water, schools, bridges, whatever … ask the man for whom you voted to be the DCE, point to point.
Our democracy will move to a new level and push development faster once each DCE is directly elected. I can not wait for this day.
