Validation is in accordance with the United States Aviation Authority's Universal Safety Oversight Audit Program (USOAP).
The ICVM badessed Ghana's safety oversight system for the eight critical elements of ICAO, namely: primary aviation legislation; State Operating Regulations; Civil aviation system of state and security oversight functions; Qualification and training of technical staff.
Other validated ECs are included; Technical guidelines, tools and provision of essential information for security; Licensing, certification, authorization and approval requirements; Monitoring obligations; and solving security problems.
Ghana experienced a substantial improvement in the eight ECs, and the UN's aviation agency team did not identify any significant safety issues (SSCs).
It follows a nine-day on-site monitoring activity conducted by a four-member team of ICAO experts to validate the corrective actions taken by Ghana following an audit by USOAP. November 2006.
Mr. Joseph Kofi Adda, Minister of Aviation, who announced this information at a press conference in Accra, urged the Ghana Civil Aviation Authority (GCAA) to immediately develop an action plan for the implementation of the corrective measures recommended by the ICAO team.

Mr. Simon Allotey, Director General of GCAA, said this new achievement was an enviable step and truly reflected the robustness of the country's safety oversight system, which resulted in improved safety of air operations.
"By adhering to ICAO SARPS for safety oversight, GCAA effectively ensures that air service providers and air operators maintain an acceptable level of operational safety," he said.
"Our 89.89% performance is world clbad and puts Ghana first in Africa in terms of safety oversight, with the average EI rate on the continent being 52%, which is below the world average of 66.5%. the current 60% minimum target set by ICAO, "added Allotey.

The final grade will be communicated to Ghana within six weeks of the validation of the provisional note by ICAO.
