VIRGINIA BEACH – The man said the police killed 12 people and wounded others at the city's city center on Friday, apparently sending his resignation by e-mail a few hours before the carnage.

And to clear up previous reports, City Manager Dave Hansen said on Sunday: "To my knowledge, the aggressor's performance was satisfactory and he was in good standing in his department and there was no problem."

Hansen said the shooter had notified his chain of command of his intention to leave work by e-mail Friday, a few hours before the shot.

Police chief Jim Cervera identified the gunman, who died in a gun battle with the police, as DeWayne Craddock, a 15-year-old municipal employee who worked as an engineer for the public works department.

The shooter had a security pbad to enter the building, said Hansen.

Cervera said that he had "no information" to conclude that the suspect had targeted a particular person.

The shooter graduated from Denbigh High School High School in Newport News in 1996 and joined the National Army Guard. He received basic military training and advanced individual training in Fort Sill, Oklahoma. He then obtained a bachelor's degree in civil engineering from Old Dominion University.

No new information was disclosed on the weapons found in the shooter's possession, but the investigation is still ongoing, said Cervera.
