The rivalry between Arsenal and Tottenham is fierce, but the most controversial moment is undoubtedly the one that took place almost 100 seasons ago on March 10, 1919, when the Gunners were elected first in front of Spurs. Here is the story of how it happened …

The First World War resulted in the suspension of the football league following the 1914/15 season, a season in which Chelsea and Tottenham had been relegated to the fore. For the rest of the war, the teams participated in regional competitions.

The hostilities ended in November 1918, one quickly began to think what would happen when the league resumed its activities. However, the situation was complicated when Blackpool proposed to expand the first division from 20 to 22 teams.

Who would be included? Preston and Derby deserved a promotion, but would Chelsea and Tottenham always be relegated or would the promoted teams also include Barnsley and Wolves, who finished third and fourth?

It was quickly realized that Chelsea's nomination would be run in advance, as their relegation had been controversial. Manchester United had escaped the crash on the last day as a result of repairing its match against Liverpool.

It was less clear which team was going to receive the second proposed position and the solicitation process was ongoing in January 1919. Tottenham reportedly sent a letter to all other clubs in the league, setting out their arguments as to why they were elected the First Division.

However, which is somewhat surprising, it was not a clear choice between allowing Tottenham to stay in the high end or choose to promote Barnsley. Arsenal president Sir Henry Norris also insisted that his club be included.

The Gunners had only finished sixth in 1914/15 in the Second Division, but were the first club in the South to join the Football League. Norris, the incumbent Conservative MP and Mayor of Fulham at the time, was particularly well placed.

When the vote was cast in Manchester on March 10, 1919, after an initial West Bromwich Albion counterproposal to allow Chelsea to be included in a first division of 21 teams, only six teams voted against the increase at 22.

The inclusion of Chelsea was unanimous. But Arsenal got second place. It was not even particularly close. Arsenal received 18 votes and Tottenham eight. There were five for Barnsley, four for Wolves and half a dozen for other clubs.

At first sight, the Tottenham representatives made the decision and the club certainly reacted in the right way on the ground. They won the second division title in 1919/20, finishing with six points over Huddersfield.
