Police Commissioner George Akuffo Dampare could have been Inspector General of Police, IGP, as early as January 2017, when David Asante-Apeatu was given the green light.
When Asante-Apeatu was relieved of his duties in mid-2019, Dampare was again eligible for the post which was handed over to outgoing IGP James Oppong-Boanuh.
The July 21 announcement by the Presidency of his interim appointment is therefore deserved for a man who has been a career police officer and has risen through the ranks to the top of the Ghanaian police service ladder.
Professor Kwesi Aning of the Kofi Annan International Peacekeeping Training Center, KAIPTC, explained on Thursday (July 22nd) how contract offers to the two previous IGPs had denied Dampare the top post.
“Let’s not forget, I think it was skipped twice, because two people who were past retirement age, I think Asante-Apeatu and Oppong-Boanuh, were both past retirement age. retirement and then obtained these extensions; so Dr Dampare had been ignored twice, ”he submitted to Metro TV’s Good Evening Ghana program.
He also expressed confidence in Dampare’s ability to breathe new life into the country’s overall security service and architecture.
“Those who suggested it, and particularly those who made this choice, had to make a choice between a rock and a hard place. I’m sure what led to this choice is because we need someone who has practical operational experience but who is also not past retirement age.
“Because every time someone who was over the retirement age was brought in, it caused difficulties within the department. The officers were disappointed, there was passivity, there was not this enthusiasm in wanting to help the IGP, ”he declared.
According to the academic and security analyst, Dampare’s job is long but he will need the cooperation of other commissioners to do a clean job.
“The choice of Dampare was also a desperate choice of those in authority to also say, listen, we don’t have more than a year before the whole infrastructure of the place collapses, so they have had to make that decision.
“At five or six years of retirement, he can reasonably appeal to the high commissioners to approach him. Everyone must help it succeed, ”said Professor Anin.
