I will vote against ministerial appointments if I do not receive handover notes – Mahama Ayariga

Bawku central deputy Mahama Ayariga threatened to vote against the ministerial nominations due to appear before the Nominations Committee for verification on Wednesday.

According to him, his decision to vote “No” stems from the fact that the appointing authorities did not present the committee with delivery notes as required by the constitution.

“Parliament means the 275 members, not the building there. So when you present a document and hide it in a corner of the building, you say you handed it over to Parliament.

“You only gave it to Parliament if you give it to the Speaker, then the Speaker informs the rest of the House that these documents are here and arranges for everyone to have copies.”

“It’s my right to have it. Once the law says that Parliament should have it, whoever is responsible should arrange for me to have it, ”he said.

The Nominating Committee member, in a statement seen by Joy News, said he would only reverse his decision if the submission of the legislated notes were presented to Parliament for consideration.

“Since I have not received the handover notes, despite my best efforts, I hereby announce my decision to vote against the two candidates appearing before us today, unless I receive hard or electronic copies of the remittance notes and their verification is postponed to 48 hours after receipt of the remittance notes.

“If that does not happen, I hereby inform the chair to record my votes on the candidates appearing before the committee today as NO for both candidates,” he said.

Bawku central deputy who spoke to Super Morning Show host Kojo Yankson on Wednesday morning said First Vice President Joseph Osei Owusu had failed in his responsibilities as committee chairman.

“As chairman of the committee, I thought it would make it easier for everyone, including the candidates, but it seems he is deliberately trying to make it impossible for the candidates by adopting the posture he takes.

“I am sitting here with my vote and I say that is the condition under which I am going to give you the vote and you tell me that I cannot say that,” he said.

He revealed that some grade deliveries for ministries such as Defense, Education and Home Affairs were provided while others were denied.

“Why are you giving me the discount notes for education, defense, interior and I can’t get it for health?” What is the particularity of health and national security? He questioned.

Further, he said failure to present the full reports of former ministers to the committee chokes lawmakers to be genuine because cross-checks cannot be done.

This act, he said, cannot be tolerated, especially in such a dispensation of growing democracy in Ghana.

“It is high time that we take our sacred constitutional duties seriously so that those who appear before us can take us seriously,” he noted.

Meanwhile, some of the ministers appointed to face today’s audit nominations committee are Health Minister-designate Kwaku Agyeman Manu and Minister-designate of National Security Kan Dapaah.

The Committee’s verification process, which is expected to take around three months, begins February 10 through Tuesday March 9, 2021.
