In a statement of mourning with bereaved families, Mr. Rawlings said, "Too many lives are lost on our roads because of indiscipline and carelessness."

He stressed that "these deaths are preventable".
For him, as long as drivers continue to defend themselves, the carnage on the road "will continue to serve as a cover for manslaughter".
