An archive photo was also used and correctly subtitled in an online publication to promote the premiere of the documentary.
But in a decision on the government's request filed by Information Minister Kojo Oppong Nkrumah against The Multimedia Group, the NMC blamed JoyNews TV for using the library's materials.
He described as contrary to ethics.
But Kweku Baako does not agree with this decision.

According to him, it is common practice to use library materials to support the information collected by the producer in order to put the subject in a proper context.
"My difficulty is to suggest that this is unethical. As for the production of documentaries, I will find it difficult that this is considered unethical, "said the experienced journalist to the show's host, Samson Lardy Anyenini.
He therefore challenged the NMC's decision and asked if the members of the Commission were aware of the documentary production process of this nature before reaching such a conclusion.
"Is there a deficit on the part of the panelists compared to what goes into documentary production," he asked.
