One civil society group, the OneGhana Movement, has decried the government's inability to hold anyone accountable, four years after the double disaster of Kwame Nkrumah's circle.

JUNE 3, CATASTROPHE – FOUR YEARS, TAKEN ACCOUNT
June 3, 2015 marked a dark day in the history of Ghana, as precipitation turned into a devastating disaster caused by fires and floods. 154 people have died and hundreds have been severely burned, leading to permanent physical disabilities that seriously compromise their ability to enter the labor market.
It is discouraging and disappointing to note that to date, no public or industry official has been held responsible for the failure to respect his duty of care to the people of Ghana, especially the victims. It is even more sad that a disaster of this magnitude has been treated like those of before; official speeches interspersed with empty platitudes followed by a great silence.
The report of the ministerial committee that investigated the disaster attributed it to flooding, poor safety practices at the GOIL gas station and a cigarette spark produced by a person identified since. The floods were attributed to obstructions in the main drains of Accra, due to non-desalination of the drains, as well as the construction of settlements and squatter dwellings in the drains.

In addition to criticizing institutional failures, it is high time that public officials were held personally liable for breaches of duty resulting in bodily injury, property damage and death. In our view, the institutionalization of such a culture will force public officials to perform their duties in order to manage their own affairs. We expect courts that they incorporate this important paradigm into their methodology for rendering justice to state agents.
The fact that the GOIL service station managers failed to ensure that the underground tank door was properly closed allowed the flood waters to move the fuel to the surface; leading to the eventual fire incident. The investigation report indicated that the station, and by extension the GOIL officials, had already been warned of their poor security practices.
It is clear that GOIL, by neglecting its duty of care to the public, has contributed to the loss of human lives. It is also instructive to note that the Shell Service Station, located opposite GOIL Station, did not gasoline from its underground tanks even though it was also flooded. The failures of all GOIL leaders must absolutely be solved and the justice delivered for all the victims.
JUSTICE FOR THE VICTIMS OF JUNE 3 – CAMPAIGN J4J3
June 2, 2017, two years after the disaster; In keeping with its goals of citizen responsibility and political accountability, the OneGhana Movement launched the "Justice June 4 (J4J3)" campaign, which seeks justice for the victims of the inevitable June 3 disaster. The main objectives of this "Justice 4 June Project" are to obtain fair compensation for the victims and to hold corporations, public officials and institutions accountable for their acts and inactions.
The victims and the OneGhana movement have since then, through their attorneys (Darko, Keli-Delataa & Co.) and (A-Partners @ Law), brought a clbad action against Ghana Oil (GOIL), the National Petroleum Authority (NPA) and Accra Metropolitan Authority (AMA) for their complicity in the disaster.
As the trial continues, we expect that justice will not only be equitable reparation for the victims and their families, and that those responsible will be punished. Most importantly, it will hold citizens, businesses in Ghana and government officials to account. In doing so, citizens should be encouraged not to allow their rights and privileges to be violated, and officials and politicians must realize that they will be held accountable for their actions.
