According to Joseph Yammin, the government has failed to remove the bottlenecks of Free SHS policy only to make the Minister of Education incompetent and in check.

"I pity the Minister of Education, Mathew Opoku Prempeh. The finance minister and President Akufo-Addo have not released funds for the management of the policy because they know that Mathew Opoku Prempeh has a presidential ambition. They want it to be a failure for Ghanaians to call it incompetent. Finance Minister Ken Ofori Atta also has a presidential ambition, so he is competing with Mathew Opoku Prempeh. The government is killing a quality education with the implementation of free SHS policy because of the selfish interest of a person, "he said.
