A draft US resolution demands that all parties in Libya immediately end the fighting and pledge to abide by the ceasefire.

The resolution drafted by Britain also calls on all parties to immediately engage in a political dialogue facilitated by the United States "and to work for a comprehensive political solution to the crisis in Libya".

The draft resolution, circulated to members of the Security Council and obtained Tuesday by the Associated Press, expresses "grave concern" at the military activities near the capital Tripoli after the outbreak of the national armed offensive of Marshal Khalifa Hifter April 3rd.

According to her, the offensive "threatens the stability of Libya" and the prospects for national dialogue and political solution in Libya and has had "a serious humanitarian impact".

The members of the Security Council have been divided over the Hifter offensive.

The US migration agency said recent clashes between rival Libyan militias for control of Tripoli had caused the displacement of more than 18,000 people.

US spokesman Stéphane Dujarric said in New York on Monday that the International Organization for Migration said 13 civilians were among the 146 people killed in clashes since the so-called Libyan national army launched a major military offensive on April 5th.

According to Mr. Dujarric, about 3,000 migrants are still stranded in detention centers near conflict areas.

The fighting is between the Libyan national army led by Commander Khalifa Hifter and militias affiliated with the US-backed Tripoli government.

The clashes threaten to revive a civil war such as that of 2011 that overthrew and killed the dictator Moamer Kadhafi. Libya is divided between rival governments in the east and west.
