The Alliance for Social Equity and Public Accountability (ASEPA) calls for the immediate arrest and prosecution of Minister of Health, Dr Kwaku Agyemang Manu, for what it calls “criminal” purchase of Sputnik vaccines V.
ASEPA noted that the leaked document shows that the Attorney General advised the Minister of Health against entering into a contract with Sheik Maktoum for the purchase of Sputnik V vaccines.
The minister recently came under pressure after making a deal with a third party with Sheik Maktoum to procure Covid-19 vaccines at an inordinate price of US $ 19 instead of US $ 10.
Kwaku Agyemang Manu has been cited for violating the provisions of Article 181 (5) of the 1992 Constitution, which requires all international agreements to be approved by Parliament.
ASEPA today released documents indicating that the Minister of Health has been advised by the Attorney General not to contract a third party in the supply but rather to buy directly from the Russians.
Appalled at the contempt for the Constitution, ASEPA Executive Director Mensah Thompson said Dr Agyemang Manu should be removed from office, arrested and prosecuted.
“Last week, when the minister appeared before Parliament’s committee to survey the supply, he claimed he was not thinking properly amid an emergency and a mad race to save the lives of Ghanaians.
“What the minister failed to tell the committee was that he received legal advice from the attorney general and ignored it,” a statement from Mensah Thompson noted.
He adds: “This amounts to deception and the blatant withholding of information from a committee of Parliament, which is a crime under the law.
“It is therefore indisputable that the minister’s actions in purchasing vaccines were criminal.
“We therefore call not only for his immediate deportation, but also for his immediate arrest and prosecution under the laws of Ghana. ”
