Liberia Musa Bility, member of the Executive Committee of the African Football Confederation, has appealed to the Sports Arbitration Court (Case).
Bility is unhappy with what he calls "the cooperation agreement" between the African Football Confederation (CAF) and Fifa.
In a statement, he stated that he was seeking to ensure that the agreement was "null and void with immediate effect".
The recent agreement provides that Fifa's Secretary General, Fatma Samoura, will work with Caf as "Africa's Delegate General".
It is a decision in which he hopes that Cas "will issue provisional orders ending the hostile takeover of Caf by Fifa and, in particular, the decision to entrust Fatma Samoura with the management of Caf's secretariat."
The controversial decision to summon Samoura has received "almost unanimous" support from Caf's Executive Committee, according to Nigeria's president, Amaju Pinnick.
Pinnick emphasized that Samoura's appointment would help "strengthen our judicial, governance and tax discipline."
Fifa President Gianni Infantino attended the meeting and said he was convinced that the plan would contribute to "significantly improve" football on the continent.
