Matthijs de Ligt reportedly ruled out a transfer to Manchester United this summer due to lack of Champions League football at Old Trafford.
United had made a lucrative offer to the Ajax defender, also sought by Barcelona, Paris Saint-Germain and Juventus.
Jurgen Klopp asked senior Liverpool officials to start the race for De Ligt, as he wanted the central defender to be the long-term defensive partner of Virgil van Dijk.
De Ligt is expected to make a decision next week, but Sport claim United is already eliminated.
United failed to qualify for the Champions League next season and De Ligt decided that despite the lucrative salary package he offered, he did not want to give up the competition.
Ajax has reached the semi-finals with De Ligt as captain and the Dutchman wants to remain a regular in the Champions League in his new club.
Barcelona are thought to be De Ligt's first choice, but the player's agent, Mino Raiola, would prefer the Dutchman to join PSG or Liverpool.
PSG and Liverpool can face Raiola's fees, while Barcelona offers less to the agent.
While De Ligt is evaluating the five different offers, Liverpool is now considered the biggest threat to Barcelona.
Ajax is expected to pay at least 60 million pounds for the defender, who will turn 20 in August.
