Mauricio Pochettino could be hit with a sideline ban for angry referee Mike Dean.
Pochettino blamed Dean after Burns' 2-1 defeat to Turf Moor against Burnley, and the official should include his unusual momentum in his report to the FA.
The FA will study Dean's report – with the other participants in the match – and is likely to lay charges against Pochettino.
The FA disapproves of the mistreated officials and the head of the Spurs could be subject to a ban.
Pochettino was remorseful afterwards and admitted that he had "crossed the line" with his behavior.
The Argentine said: "I should have gone to the locker room and take some water. A stupid thing happens and you react. "
Pochettino was furious with Dean for giving Burnley the corner for the opener when Jeff Hendrick had the last touch.
He was also unhappy with Dean's behavior towards some of Burnley's attacks, particularly Phil Bardsley's challenge to Danny Rose, which the Wirral official only punished with a yellow card.
Pochettino's badistant, Jesus Perez, could also be charged and he also confronted Dean angrily.
