The Duke and Duchess of Susbad must have their own house, separated from the royal staff of William and Kate.
The Queen agreed to create a home for the Duke and Duchess of Susbad and gave her permission for it to be based at Buckingham Palace.
As part of the reshuffle, Harry and Meghan have named Sara Latham, a high-profile public relations guru – who has worked for Bill and Hillary Clinton – as the new Communications Officer.
The new household should be created following the birth of the couple's first child, scheduled for April.

Mrs. Latham, who would have dual British and American nationality, worked at the White House during the time of Bill Clinton as badistant to the president.
She also served as an advisor for Hillary Clinton's failed presidential campaign in 2016, according to her online resume.
In addition, she was recruited into British politics in 2005 to help Tony Blair's Labor Party in the election campaign of that year.
She founded her own company – the Latham Group – in 2006 and most recently was a managing partner of London-based media relations firm Freuds, overseeing global corporate accounts.
Her LinkedIn page also shows her working for Philip Gould Associates, a survey company created by a New Labor badistant in the mid-2000s.
Ms. Latham will report directly to the Queen's Secretary of Communications.
Princes Harry and William remain co-authors, along with their wives, of the Royal Foundation, the main charity of the Cambridges and Susbad.
They could still work together on big projects like their Heads Together mental health campaign.
The two couples have faced rumors of fracture in recent months, but there is no indication that the latest changes are the result of such disagreements.
The Buckingham Palace announced this development in a statement: "The Queen has agreed to create a new home for the Duke and Duchess of Susbad, following their marriage last May.

The reshuffle comes as Harry and Meghan prepare for their move from Kensington Palace to Frogmore Cottage (pictured) on the grounds of Windsor Castle.
The Household, which will be created with the support of The Queen and the Prince of Wales, will be created in the spring.
"The Duke of Susbad currently has his own private office, which supports the Duchess since the engagement of their Royal Highness in November 2017.
"This long-planned move will ensure the establishment of ongoing support for the work of the Duke and Duchess as they start their families and move to their official residence at Frogmore Cottage."
Jason Knauf, current Communications Manager for Susbades and Cambridges, will remain with the Duke and Duchess of Cambridge, but will become the Senior Advisor.
Her responsibilities will include advice on their charitable initiatives – including work on the environment, mental health and early childhood – and a review of the charitable structures that underpin their work.
Christian Jones has been appointed Communications Secretary for William and Kate.
The reshuffle comes as Harry and Meghan prepare to move from Kensington Palace to Frogmore Cottage in Windsor Castle.
It overlooks the beautiful park of Frogmore House, chosen by Harry and Meghan as filming location.
The cottage is just 200 meters from the public Long Walk, which means that improvements will be needed to ensure the couple's privacy and security.
