The Functional Executive Committee (FEC) of the National Democratic Congress (NDC) appointed the Second Deputy Speaker of Parliament, Mr. Alban SK Bagbin, as President of the Eighth Legislature.
The appointment of the current Member of Parliament for Nadowli-Kaleo follows the FEC meeting in Accra yesterday.
He also retained his leadership for the eighth legislature, appointing the current leader of the minority, Mr. Haruna Iddrisu, as leader of the majority; Deputy Minority Leader Dr James Klutse Avedzi as Deputy Majority Leader and Chief Minority Whip Mr. Mohammed-Mubarak Muntaka as Chief Majority Whip.
The others are the First Deputy Minority Whip, Mr. Ibrahim Ahmed, as the First Deputy Majority Whip and the Second Deputy Minority Whip, Ms. Comfort Doyoe Cudjoe, as the Second Deputy Majority Whip.
No majority
Shedding light on the development of the situation, the director of communications of the NDC, Mr. Kakra Essamuah, told the Daily Graphic yesterday that, according to the current composition of the deputies elected for the eighth legislature, the NPP did not have the right to claim that he was in the majority because the NDC and NPP each had 137 MPs.
“It is for this reason that the NDC presents its minority leaders as the majority and it is on voting day that the majority will be decided,” he said.
He said the elected independent MP was not a member of the NPP and therefore could not side with the party.
He said, however, that the independent member reserved the right to decide whether to vote one way or the other when voting in Parliament.
Context
Mr Bagbin, who is currently the longest serving member of the Fourth Republic, entered the House in obscurity, as he was only known to his fellow lawyers during his private practice at his law firm, Law Trust.
He was first elected to represent his constituency, then known as Nadowli North, in the First Parliament of the Fourth Republic in the 1992 election which was boycotted by the main opposition party, the New Party. patriotic (NPP), after losing the presidential election. .
Since 1992, MP Nadowli-Kaleo has been returned to Parliament by massive votes even though he has had to face other candidates from his own party and other parties.
As an ordinary Member of Parliament in 1992, he rose through the ranks of the NDC following hard work as Minority Leader when the NDC lost the NPP election in 2000.
In 2012, when the NDC returned to power under former President John Evans Atta Mills, he was appointed majority leader.
He has served on several House committees, including subsidiary legislation and legal and constitutional affairs.
NPP proposals
On Monday, the NPP’s National Executive Council unanimously appointed Professor Aaron Michael Oquaye as Speaker of Parliament for the second consecutive time.
If he gets the approval of the Eighth Legislature, Professor Oquaye, who is a three-time Member of Parliament (MP) for Dome Kwabenya, will become the second president, after the late Judge Daniel Francis Annan, to serve two terms as President. of Parliament.
The council also chose Mr. Osei Kyei-Mensah-Bonsu, the deputy (deputy) of Suame, as majority leader, for the second consecutive time, the triple deputy of Effutu, Mr. Alex Afenyo Markins, being in pencil as deputy leader of the majority.
Others are Mr. Frank Annoh-Dompreh, the re-elected MP for Nsawam-Adoagyiri, Chief Whip; Ms. Lydia Seyram Alhassan, Member of Parliament for Ayawaso West Wuogon, Deputy Chief Whip, will be assisted by the first elected Member of Parliament for Tolon, Mr. Habib Iddrisu.
