The National Identification Authority (NIA) requires foreigners $ 120 each for a Ghanaian non-citizen card.
This has raised concerns among the foreign community in the country who said the amount was outrageous because they are already charged for renewal of residence permits.
The NIA, in an advertisement published in the Daily Graphic last week, said: "The National Identification Authority (NIA), in accordance with the 2008 National Identification Register Act ( Law No. 750), LI 2111, registers all foreign nationals residing in Ghana for 90 days. or more and issuing the non-citizen Ghana card issued at any FIMS (Foreign Identification Management System) registration center.
"The Ghana map, non-citizen, must be used for ALL transactions requiring identification. Eligible foreign nationals who do not have a Ghanaian non-citizen card break the law and may be denied access to basic services in Ghana, "said the advertisement.
The NIA has stated that all foreign nationals living in Ghana over the age of six years are required to register for the card, with the exception of "foreign nationals and their families working for the United Nations, embbadies and consulates ".
The NIA also warned that no foreign nationals would be issued a residence permit or would be allowed to renew their license without the non-citizen card of Ghana.
Meanwhile, the International Spouses Association of Ghana (ISAG), an badociation of spouses of Ghanaian citizens, also protests against this initiative. They questioned the relevance of the card because they already have identity documents with the same details as those on the cards.
They feel that they should not be included in the expatriate category because they fall into a single category because of their marriage.
Katie Danquah, spokesperson for the International Spousal Association of Ghana (GIF), said: "Despite supporting the goal of creating a new national electronic identification registry and will enable the government to plan its activities for all people living in Ghana, we strongly believe that foreign spouses of Ghanaian citizens can not be clbadified in the same categories as all other foreigners, "she said.
She added that "the special circumstances of foreign spouses entitle them to equal treatment in the socio-economic laws that benefit their Ghanaian counterparts."
