NIA to introduce premium service, registration of the institution

The National Authority of Identification (NIA) has alluded to the introduction of new methods of registration of qualified candidates for the national identity card, known as the Card. from Ghana.

Mr. Francis Palmdeti, Director of Corporate Affairs, NIA, made a statement at Citi FM Station in Accra on Monday, July 8, 2019, hoping to catch up with the missed numbers.

"We had the opportunity to introduce our premium service and the registration of our institution, all of which are legal arrangements for these people; we are not able to proceed with the registration of the institutions now because we are waiting for additional material, "said Mr. Palmdeti.

This comes after the NIA failed to meet the target of registering applicants in the country's regional capital for the Ghana map, within the time frame for the registration exercise.

Prior to the registration exercise, the Authority aimed to register 80% of the estimated population of Greater Accra, consisting of individuals aged 15 and over.

But by the end of the exercise, on Saturday, July 6, 2019, the NIA missed the goal of 100,000.

Addressing Citi FM, based in Accra on Monday, July 8, 2019, Mr. Francis Palmdeti, NIA General Affairs Officer, said, "We have completed the exercise on Saturday. We are also aware that from the beginning we said that we wanted to reach 80% of the estimated population, 15 years and over.

We were looking for a figure between 2,390,277. As of Saturday, the figure that I received was in the order of 1,934,000. That is 100,000 less than our estimated goal. We are missing only 80 people, "he added.

In a subsequent statement released on Monday, the Authority noted that the exercise covering the West and East areas of Accra between Monday, April 29 and Saturday, July 6 had revealed that one A total of 581,767 cards had not been issued instantly, "largely due to connectivity issues. "

According to the NIA, "the cards have since been printed and issued and are ready to be distributed to claimants at specified locations in Accra West and Accra East."

The statement, signed by Mr. Palmdeti, also indicates that the NIA will continue to inform applicants whose cards are ready to be recovered through phone calls and SMS.

The authority also indicated its commitment to register all qualified Ghanaians during the mbad registration process and "will continue to register all new applicants free of charge in the NIA district and regional offices to be established.

Challenges facing the registration exercise

The registration process for the Ghana Card has been addressed with several challenges. Candidates had to complain about long queues, a faulty network, faulty equipment and other complex processes to which they are subjected before getting their cards.

Beside that, some NIA officials were found to be missing because they engaged in activities contrary to the regulations of the authority.

In May 2019, twelve officers were fired for violating the guidelines, rules and regulations of the authority. In addition, four other officers were suspended for one month for other minor offenses contrary to the NIA guidelines, rules and regulations.

Offenses that led to layoffs included absenteeism and working beyond the allotted time without authorization.

About the national authority of identification

The NIA was established in 2003 under the authority of the President's Office. It is responsible for issuing national identity cards and managing the National Identification System (NIS). This led to the adoption of the 2006 National Identification Authority Act (Law No. 707) to give it the legal premises necessary for its operation.

The National Identity Register Act, 2008 (Act 750) was also pbaded to allow the collection of personal and biometric data and to ensure the protection of the privacy and personal information of registrants / applicants.

Created by an Act of Parliament (Bill 707), the NIA is responsible for registering all Ghanaians and foreigners of legal and permanent residence for at least six years under the National Identification System (NIS). This involves creating a national database, badigning them national ID cards and managing the use of the database.
