City star Ben Godfrey catches the attention of the big strikers of the Premier League, Manchester United and Arsenal.
Saturday's Mirror claim will have scouts present at Carrow Road for Sunday's East Anglian derby that will play against the young central defender, valued at £ 10m.
Lyon and RB Leipzig have also been touted by the builder, which, according to Mirror's report, will deserve a first call to England under-21 next month after impressing Aidy Boothroyd.
The 21-year-old has signed a one-year contract extension in July 2018, keeping him in Norfolk until at least 2022, with an additional one-year option in this transaction, after have been linked to Stoke City and Southampton.
The Mirror say that City does not want to part with its best talent as they try to qualify for the Premier League, and Norwich keeps the best of his prospects during the January transfer.
Godfrey had to wait for his time under Daniel Farke but has seized his chances in recent weeks with the injuries inflicted on Timm Klose and Grant Hanley to play a key role in the Canary Islands championship promotion movement.
The 21-year-old spent a successful season on loan at Shrewsbury last season in a defensive midfielder role, but Farke sees it in the future.
