Parliament exempts project materials for technical universities

Accra, April 5, GNA –
Parliament approved the abolition of import duties, VAT on imports, the GETFund tax,
NHIL on importation, exim levy and special levy on importation amounting to USD 26,966,083 on
material and equipment of the project.

The exemption for the
the materials and equipment of the project to be acquired are intended for rehabilitation and
Upgrading of equipment in technical universities, polytechnic and technical schools
and vocational training centers under a concessional loan agreement between
Ghana and the Export-Import Bank of China.

Dr. Mark
Assibey-Yeboah, chair of the finance committee who presented the committee's report
The report indicates that in 2010, the government requested funding from the
Republic of China to finance the rehabilitation and development of ten
Technical institutions, five polytechnics and the technical examination unit of
the Ghana Education Service (GES).

He said the scope of
work was then extended to thirteen technical institutions and ten
Polytechnic / technical universities.

He said the proposal
The intervention is part of the ongoing measures taken by the education sector to
expand equitable access and quality of technical and vocational education
and training (TVET) in response to overwhelming social demand.

Dr. Mark Assibey-Yeboah
also said the project is designed to support the government's efforts in the
context of human capital development priorities and problem solving
problems of developing low quality skills produced by
sub-sector of education and training in the country.

He said the project
objectives are aligned with Ghana's development strategy and Goal 4 of the
Sustainable Development Goals, "Education 2030", which focuses on
skills development and strengthening the competitiveness of goods and services
produced in the country through improved production of critical human capital
for growth and poverty reduction.

He said that the project is
also in parallel with the development plan of the education sector (ESDP) (2016-2020)
which focuses on improving equitable access and the quality of TVET.

Dr. Assibey-Yeboah also
The purpose of this plan is to improve the employability of Ghanaian workers.
young people by providing them with the skills and competences needed to take charge
and formal employment.

He said the intention
is not only to help reduce youth unemployment, but also to help
encourage indigenous entrepreneurship and strengthen Ghanaian industries
with the right manpower to make them competitive globally.

He further stated that
the Government of Ghana is fully responsible for the project component
financing costs covering taxes and other levies that may be imposed on the
countries in the supply and purchase of material and equipment
necessary to carry out the project.
