Dr. Vladimir Antwi-Danso spoke at the AM Show on Multi TV on Monday while participating in talks on the kidnapping of two Canadian nationals in Kumasi last week.
Ghana has recorded kidnapping cases in the past year.
The three kidnapped Takoradi girls who were abducted in 2018 are still to be located. The Nigerian national accused of the crime is currently serving a prison sentence.
