The report, dated December 21, 2018, a copy of which is available to the Daily Graphic, revealed, for example, that most lecturers, especially those at business schools, were teaching without proper foundation, some of the most prominent of them. a doctorate in philosophy. (PhD) degrees acquired online, which is contrary to the NCTE regulations.

"Some speakers have either a Ph.D. in Business Administration (DBA) from the Universidad Empresarial de Costa Rica, or a Ph.D. in Finance from the Swiss Management Center (SMC) and the University of Central Nicaragua. These are non-research PhDs and are not acceptable for teaching.

"Some professors also obtained a doctorate from the University of Central Nicaragua on the basis of the MSC DBA. This arrangement for awarding doctorates is not acceptable and such qualifications should not be accepted for teaching as well, "the report said.

He also indicated that some lecturers were teaching with incompatible first, second and final degrees, called "skirts and blouses", a practice that the NCTE found unacceptable.

He made it clear that teachers with a master's degree or doctorate acquired online should not be recognized and that the teachers concerned should return to school to acquire the relevant degrees prior to their migration to the SSSS.

The report further stated that only lecturers with relevant training should teach in their areas of specialization.

Education Minister

Matthew Opoku Prempeh, Minister of Education, accompanied the report, noting that only teachers with a master's degree and graduation degrees from recognized universities, both local and foreign, would be transferred to the mainstream universities.

Unqualified speakers, however, had up to two or three years to perfect their skills before they could migrate to the university salary range.

Administrative staff

The audit report also contains discrepancies in administrative procedures.

For example, professionals in the professional category (accountants, auditors, construction and physical development) were required by the old statutes of the polytechnic and current technical universities to be appointed with a master's degree and to be part of the relevant professional badociations.

However, the audit revealed that many agents did not meet the requirements of the law.

"Several Senior Executives in the Departments / Units of Finance, Audit and Procurement do not have the professional qualifications, in addition to the required Masters degrees, and therefore do not meet the requirements to occupy their positions. professional positions "I said.

In addition, according to the report, most of the directors of works and development of technical universities, in addition to their professional qualification, had only the first degrees in their respective fields and would be required to obtain a master's degree.

The audit report indicates that master's degrees have been designed for officers already in management positions, but who need higher degrees to formalize their positions.

"This is not a diploma to consider when appointing people with no work experience in search of a new job. Some of the administrative staff (senior membership category) have Master's degrees that address people in management positions, not those who are starting their careers, "he said.

The promotions

With regard to promotions, the audit revealed that, according to the provisions of the Polytechnic-era service system, all senior members (academic, administrative / professional) should be promoted on the basis of evaluation reports at the end of the year. less positive by qualified external evaluators.

However, he said that "technical university councils go out of their way to promote candidates, even when they do not seem to meet their own minimum criteria for such promotions".

Registrar's response

Alhaji Yakubu Iddrisu, director of registration at Tamale Technical University (TaTU), told the Daily Graphic that after the exercise, the NCTE had submitted a copy of the report to the exercise.

He added that letters of request had been sent to the persons named in the report and that they had since replied with the necessary documentation that had been submitted to the NCTE.

A representative sample of TaTU students who spoke with the Daily Graphic called for the full implementation of the audit report to clean up the system in order to improve the quality of the audit. Teaching in the school.

They expressed the conviction that the recommendations of the report, if implemented with firmness, would put an end to the practice that appointments and awarding of courses were based on nepotism and not on qualification.

Some university lecturers who requested anonymity called for the creation of an implementation committee or working group of the Ministry of Education and Training. NCTE to ensure strict compliance with the report's recommendations.

Public Universities

There are already conditions of service in force in public universities.

The Ministry of Education and NCTE have been slow to migrate the Association of Teachers of Technical Universities of Ghana (TUTAG) on the scale of university salaries, which has resulted in an indefinite strike of TUTAG in September 2018.

In an attempt to resolve this impbade, a staff audit was to be conducted with TUTAG members to streamline their qualifications with those of the Ghana University Teachers' Association (UTAG) as a requirement for the migration.

This required the NCTE audit.
