iOS 4.1 beta introduces the largest signal bars.
As you can see in the screen shot above, Apple has provided better graphics for the signal bar. Only time will tell if it's a real indication of signal strength. Other notable changes include a redesign of the Game Center application, the ability to add FaceTime favorites and the Automatically rotating camera (including film) application in landscape mode.
