Minister of Public Works and Housing Samuel Atta Akyea lamented the recent loss of lives because of floods, offspring of muffled drains.
He hoped, however, that entrepreneurs would be invited to site, excessive floods can be curbed, especially in the capital, where the threat is great.
Atta Akyea said during Joy FM's Super Morning Show show Friday that work was delayed to clean the affected drains due to the difficulty in raising funds.
"The funds for which we requested January 2018 were paid in the last quarter of the year," said Minister to the host, Daniel Dadzie.
According to him, the work has been delayed since the money arrived because "you can not choose someone to do the work because you have money".
He explained that despite obtaining the authorization, the department had to go through the contracting process to award the contracts, which takes time.
He added that they would not have been able to send subcontractors to the site earlier because the government owed them huge sums for the work done under the former John Mahama government.
According to Atta Akyea, a major drain around Kaneshie is "too clogged", causing flooding in the Obetsebi circle and overflow in the STC area.
Death of Accra
The National Disaster Management Organization (NADMO) confirmed Monday that at least three people had died and two others went missing following the rains on Sunday night.
Many places in the capital, including the new Circle Interchange, have been flooded.
Member of the opposition, Zanetor Rawlings from the constituency of Klottey Korle, who saw his fair share of floods blame the government.
According to her, the drain has not been cleaned since the NDC's ouster in 2016.
The minister, however, disputed that.
