Former President Jerry John Rawlings
A lawyer and former legislator, John Ndebugri, described the appeal of former President John Rawlings as a delusional and hypocritical appeal to the revision of the indemnification clauses provided for in the transitional provisions of the 1992 Constitution.
Mr. Ndebugri, former regional secretary of the Rawlings Provisional National Defense Council, said the latest call from Mr. Rawlings was an indicator of "this guy's hypocrisy and habitual self-satisfaction."
Mr. Rawlings surprised many when he called for the removal of the indemnity and transitional provisions of the constitution when commemorating the uprising of June 4, Tuesday.
He said that there were too many indemnification clauses that do not serve the national interest in the constitution.
"Over the years, the indemnification clauses have encouraged some characters to abuse their functions and take advantage of them. The constitution of the Fourth Republic was created by us, for us and to serve us, and in the light of 25 years, there is an unqualified need to reform or rewrite our present constitution. An urgent constituent badembly should be created with the necessary powers to rewrite the constitution. "
In particular, most clauses in this regard concern the Provisional Council of National Defense, which came to power by a coup d'etat.
Mr. Ndebugri suggested that Mr. Rawlings may be telephoning now because he thought "the time for accounting is over and I think he is deluding himself."
He even suggested that these clauses had been "fraudulently introduced" by Mr. Rawlings at the time of drafting the 1992 constitution.
But Mr. Ndebugri badumed that Mr. Rawlings' appeal was "born of gross ignorance" because there was no Constituent Assembly to accept his proposal.

The lawyer recalled that Mr. Rawlings could have made such proposals when the constitution would have been considered by President John Atta Mills in 2011.
