Renault's chief, Cyril Abiteboul, said that a budget cap was the key to transforming Formula 1 beyond 2021, believing that it should be an "average" appropriate deterrent "to stop spending.
A budget or cost containment is one of the key elements under review for 2021, along with income distribution, governance, and sports and technical regulations.
Cost control has long been debated as teams questioned the fairness of its implementation, particularly with respect to manufacturer-backed squads.
Some progress should be made at the Tuesday meetings of the Strategy Group and the F1 Commission in London.
"There is a lot of dialogue between the teams and F1 and the FIA, especially on the budget ceiling," Abiteboul told Autosport.
"It's a very complex set of new regulations, and something that did not exist.
"So, every day, every week, we are progressing to address some of these concerns.As for Renault, because we think that we have to do something serious to contain the costs in order to be competitive. in F1, we overwhelmingly support the budget ceiling.
"Is this the perfect answer? Maybe not, is it the best answer? Probably. That's why we are working very hard to make it as robust as possible, and depending on what our badessment will be at the end we will see if we can be in favor, and [if] we think it's a suitable deterrent or not. Abiteboul pointed out that a clear view of the situation was needed before the summer so that manufacturers could start planning for the long term.
