Rwanda: UN tribunal is preparing to obtain the early release of a genocide convict

KIGALI, April 02
(Xinhua / GNA) – Rwanda and the UN International Residual Mechanism for Crime
Courts (mechanism) are on the brink of overcoming the rapid release of genocide
condemned following the visit of the president of the Mechanism, Rwandan justice
Minister said.

Despite Rwanda
strong opposition to the speedy release of the genocide sentenced Aloys Simba, who had
sentenced to 25 years imprisonment in 2005, the Mechanism released him
in January.

President Carmel
Agius' visit, which begins Monday through Sunday, is a sign that
relations between the Rwandan government and the Mechanism will go to the next
Rwandan Justice Minister Johnston Busingye said Monday at a press conference
in Kigali, capital of Rwanda.

Rwanda is not against
principle of early release, but is against "early release without
thorough, serious and objective review, "said Busingye.

The trend and
the early release procedure has raised concerns among the Rwandan government
short on transparency, he said.

"We raised our
objections to the substance and form of this process and that was the only tool
at our disposal, "he added.

"There can be
first versions, but each request (early release) will be carefully
verified seamlessly, "said Agius.

The week of Agius
visit to Rwanda is "in keeping with his declared intention to foster close ties
between the Mechanism and the Government and the Rwandan people ", according to
to a statement issued by the Mechanism.

This is the first Agius
visit to Rwanda as President of the Mechanism after taking office
the presidency of the Mechanism on 19 January, replacing his predecessor Theodor
Meron.

Tutsis of stock, Simba handed over weapons to militias surrounding Murambi
