Macky Sall began his second term as Senegalese President on Tuesday, promising a "constructive" dialogue with the opposition and reforms to boost development.
Sall called for optimism because "it looks like new economic opportunities are opening up for our country", referring to Senegal's plans to enter the hydrocarbons sector in 2021-2022 via two ambitious oil and gas development projects.
Dressed in a navy blue suit, the qualified geologist has sworn, "before God and before the nation" to serve the people under the glance of several visiting African leaders.
Mark Green, director of the US development agency USAID, was also present.
Sall, 57 years old and self-proclaimed "social-liberal", chose the new city of Diamniadio, 32 km from Dakar, the product of his plan for emerging Senegal (PSE) launched in 2014, to deliver his speech.
