Ole Gunnar Solskjaer hammered the decision to meet the deadline for early transfer of the Premier League.
Manchester United has less than a week to finalize its activity before closing its window on the eve of the new season.
European clubs will then have three more weeks to engage players, which will make the first round of England likely.
Solskjaer believes that United and their rivals have "chosen straw" by voting for such a situation in September 2017.

The director also stated that Eric Bailly's injury – and his consecutive layoff of five months – would not "change" his plans, contrary to recent reports.
"Eric was a blow to us. He was operated on just before the summer, he worked hard and now is the other knee.
"It's never nice to get hurt seriously, but fortunately the surgeon was happy with the repair and he'll be fine when he comes back."
