Somali President Mohamed Abdullahi Mohamed, known as Farmaajo, has overturned another decision made by Prime Minister Hussein Roble as tensions mount over cabinet members.
Farmaajo on Wednesday overturned Roble’s decision to fill the vacant Homeland Security minister with Abdullahi Mohamed Nur, following Hassan Hundubey’s resignation.
“On the basis of article 90, point (e) of the provisional Constitution, the powers of the president include ‘the dismissal of ministers, ministers of state and vice-ministers on the proposal of the prime minister” “, according to the Farmaajo release.
Farmaajo said the president’s position is to deal with the upcoming delayed elections and other state matters.
“No appointment or dismissal of cabinet members is possible as long as all constitutional means are not exhausted,” he added.

Somali elections were due to be held before February 8, the date Farmaajo’s term of office expires. While lawmakers initially voted to extend his term in April, they repealed the decree after opposition and government supporters battled the streets of Mogadishu.
The new election date, slated for November 25, could also be in jeopardy after opposition candidates rejected the electoral roadmap last month, saying it gave too much power to five regional leaders.
Although Farmaajo is still at the helm, the transitional clauses in the Interim Constitution mean that the government is controlled by the prime minister, not the president.
But due to the weakness of the judicial system and the lack of enforcement of this law, the president was able to make decisions as he pleased.
Roble was canceled by Farmaajo earlier this week. After suspending intelligence chief Fahad Yasin, the president rescinded the order.
