Nothando Vilakazi was sent off for an elevated uprising while she conceded the second penalty, imposed after a VAR overhaul, with Lucia Garcia sealing the win at one minute of time.
Spain are tied at the top of Group B with two-time champion Germany, who launched their campaign with a 1-0 win over China, a 1999 finalist.
