Communication service providers have been a major user of OpenStack due to the growing implementation of Network Function Virtualization (NFV), a key element for 5G infrastructure, while reducing dependency on proprietary network hardware.

The OPNFV collaboration project of the European Telecommunications Standards Institute and the Linux Foundation has defined specifications and published reference platforms for NFV that recommend the use of OpenStack as virtualization infrastructure manager .
