Security analyst Professor Kwesi Aning has expressed concern over what he says is the legitimacy of brutality inflicted on civilians by security agencies.
He explained that this practice compromises the security of all citizens and, to a greater extent, the peace and stability of the country.
Professor Aning said that “it is recognized that those who have to protect citizens fail in their protection mandate.”
The comments of the security analyst who is also the director of the Faculty of Academic Affairs and Research at the Kofi Annan International Peacekeeping Training Center (KAIPTC) is not only based on recent military and police brutalities in Ejura and Wa, but been registered nationwide in the past.
For him, it is high time that the leaders of the various security agencies begin to restructure their recruitment and training methods to instill an institutional culture that will privilege and guarantee the fundamental human rights of citizens with regard to their security and protection.
Speaking on Joy FM’s Newsfile on Saturday, July 3, 2021, Professor Aning could not understand, in the Wa case, why officers who had passed out only days ago would be allowed to bring justice to themselves- same. hands and subject the inhabitants to such an inhuman test.
“These are recruits who just passed out four days ago. What is the nature of the institutional culture that four days after the training you think you can come to town and behave that way? What is the institutional culture and what did they learn four days after fainting? Do they think they can just wear the uniform? The institution has a culture that legitimizes the brutality of the civilians who persist against them.
Professor Aning, in particular, called on the minister responsible for defense and the army chief of staff to ensure that the right things are done in the future for the reforms of the security apparatus. from the State of Ghana.
“So I think I’m going to call the Minister of Defense and the Chief of Defense Staff, that we have to go back and look at the training manuals and look at the institutional culture,” he added. . Publicly punish unruly Wa soldiers to restore confidence – Kwesi Aning at GAF
Already, Professor Aning has demanded that the Ghanaian Armed Forces (GAF) make public the disciplinary measures they will take against their men who have wreaked havoc on some residents of Wa in the Upper West region.
On Thursday, July 1, 2021, a viral video on social media showed armed military officers brutalizing some residents of Wa, allegedly over a missing cell phone.
The incident comes days after soldiers opened fire on protesters in Ejura in the Ashanti region, killing two and injuring four.
Some eyewitnesses who spoke to Citi News said the soldiers claimed they were looking for their stolen cell phone.
Following the incident, GAF in a statement said he had already opened investigations into the “unprofessional conduct” of officers.
He also said that internal disciplinary measures have been instituted to treat all those who are found guilty.
While apologize for the actions of his men, the Chief of Staff of the Armies, Major General Thomas Oppong-Peprah, assured that the soldiers in question will be duly punished .
Commenting on GAF’s response to the incident, Professor Aning, in a previous interview with Citi News said “I think it should go beyond that.”
He believes that GAF will have to do more than just deal with the problem internally to regain public trust.
“Yes, first internal disciplinary procedures need to be formed, and the public informed, and a journey presented to the public on how these results can be used to bring about change in attitude and behavior. We must restore confidence in the military.
“I hope that whatever decision is taken, it will be shared with the public to regain confidence in the military. The incident is very unfortunate, it takes us back to zero in terms of all the hard work put in place to build confidence in the military, ”he said.
