The theory becomes more and more intriguing the longer you sit and think. It's not as if Loki was a fool – the character is always plotting and plotting, thinking about ways to get what he wants. In this case, the Asgardian would play the ultimate long game.
But why be sent to Hel? If you think back to Avengers: the era of UltronThor's vision (Chris Hemsworth) led to Hel, where Heimdall was already there in the after-life. According to the theory, Thor – and probably his new companion, Rocket (Bradley Cooper) – could go to Hel to recruit an army of Asgardian undead in order to have extra corps to help Thanos and his huge army of Outriders. . If Thor and Rocket are working to find a way to join Hel, there is a good chance Loki has been there for years preparing an army for his brother's coming.
