US aviation regulators believe that Boeing needs more time to end changes to a flight control system suspected of playing a role in two fatal crashes.
The Federal Aviation Administration announced on Monday that it was planning the latest Boeing software enhancements for 737 Max airliners "in the coming weeks".
Boeing was scheduled to finish its work last week, but the FAA said the company needed more time to make sure it had identified and addressed all the issues.
The FAA has announced that once Boeing's proposal is finalized, it will conduct a rigorous safety review.
The planes are anchored around the world since mid-March.
Boeing makes modifications to an automated system designed to prevent the nose of the aircraft from getting up, which can result in a dangerous aerodynamic stall. Max crashed in Indonesia and Ethiopia killed 346 people.
