Dragons are currently part of pop culture thanks to Game of thrones, which sets a new bar for what dragons (or wyverns) can look like on the screen. Because of this, any property seeking to use dragons will have to distinguish them from what is found elsewhere. Although Godzilla: the king of monsters Ghidorah is like a dragon and can not look like other dragons, as Scott Chambliss, director of film production, explained:
Dragons are always great and it's hard to imagine them getting out of hand, but Scott Chambliss's point is still valid. He and director Michael Dougherty did not want Ghidorah to be just another dragon; instead, they wanted it to be memorable and that it stands alone as a creature that excites the audience and looks like something else on the big screen.
It was obviously very important, because Ghidorah is not just a creature among the titans sea of the film, it's the big bad guy, the king whose Godzilla must claim the crown and the title for the planet and humanity can survive. So, basically, it must be cool and hard and unlike the dragons that people are used to seeing.
To do this, Michael Dougherty gave Ghidorah human characteristics, as Scott Chambliss explained to Entertainment Weekly. Ghidorah and the rest of the titans are not just stupid killing machines. Titans all have their own unique motivations and personalities. We have already seen dragons have personalities; Drogon was not happy to see his mother talking with a stranger.
The difference with Ghidorah is that, to steal a line from the Game of thrones source material, the dragon has three heads. Ghidorah is not a robot and his heads do not act in unison Godzilla: the king of monsters. Despite sharing a body, they each have a different personality, just like humans and animals. This will allow us to see the different facets of Ghidorah and make it a more fully realized character, even if he does not speak.
The film even used three different actors to represent Ghidorah's three heads via motion capture, giving everyone a unique performance. As all this will manifest for Ghidorah during and after the fight in the film, it will have to wait and see, but it's something we've already seen with multi-headed dragons, as with Zak and Wheezie in Dragon Tales and Devon and Cornwall in Quest for Camelot.
Human personalities, however, are not the only distinguishing factor of Ghidorah. Although the Targaryen sigil may be a three-headed dragon, we do not usually see a real creature resembling a three-headed dragon on the screen and in the caravans we have already seen how cool and efficient it was to fight.
In addition, Ghidorah is not of this world and therefore seems to be more science fiction than fantasy. He also stands taller than most dragons, and although he is winged, scaly and with a dragon-shaped head, he does not spit fire and instead fires lightning.
