Isaac Adongo, MP, Bolgatanga Central District
Bolgatanga Central MLA, Isaac Adongo, lamented the lack of availability of a clear policy document and implementation manual that set out guidelines, specifications and conditions for implementation. One Village One Dam project implemented in the northern part of the country.
The initiative that is being implemented under the auspices of the Ministry of Special Initiatives and the Northern Development Authority aims to provide water mbades in the form of dams in order to improve crops in season dry and serve the animals.
The implementation of the project seems limited by insufficient funding, cited as one of the reasons for the poor quality of the dams built with this special-purpose vehicle.
According to Mr. Isaac Adongo, it has become difficult to track the weaknesses of the initiative on the basis of a documented approach to criticism and program improvement.
"The One Village One Dam, like the many" do-it-yourself "projects, you can not find a clear policy document that says that's what we want to do under the barrage of a the only village is the specifications, the technical drawings, the size, the amount of water to be collected, the size of the land to be irrigated, the types of communities to be targeted and the quality of the dam to be built. With such an important project, we should have a policy document, "he told Yem radio in Bolgatanga, monitored by MyNewsGh.com.
He further noted that the availability of an implementation document would have revealed the project consultants and stakeholders involved in the deployment process.
"You have a project where everything is in someone's head and it is implementing it as you go. So you can not talk about a weakness based on a documented approach that you can criticize and improve, "he is questioned.
About 40 dams out of the 140 allocated are currently being completed in the Upper East region.
