The RCMP charged a severe asthmatic with failing to provide a breath sample after being unable to blow loud enough into a breathalyzer to record a reading. Jimmy Forster is receiving a disability pension, but he now has hundreds of dollars to pay to get his car out of the impoundment and reinstate his driver's license. He does not know at all how he will pay.
